Is the budget passing a sure thing? I haven’t been keeping up but I thought the NDP didn’t commit to supporting it, and the Bloc and CPC were against it.
Except that Biden can’t just force the House and Senate to approve things. The US-style “checks and balances” form of govt works until it doesn’t, and one person (like Tuberville) can bring everything to a grinding halt.
I didn’t like the fact that people made fun of Chrétien due to his stroke. I didn’t agree with some of the stuff he said, but judging someone for something they can’t change (like their voice) seems a bit petty to me.

Also, governments everywhere hate exactly what you mentioned because it doesn’t give them any wiggle room, mostly from opposition parties. The opposition (and voters) don’t care if the govt says “we used the best info at hand and we were wrong”...
It can be both. A sitting govt can point to the budget and say definitively that they plan on doing whatever because of the budget. Assuming the budget passes, that means that the other parties also agree (in theory).
But yes, sitting as opposition is easier - as in any other circumstance...

I think it’s a matter of primacy bias: We’re used to the Canadian way of berets. That doesn’t mean that there aren’t other methods of shaping a patch of felt on your head. I would suspect that the IDF folks would see our berets and think “wtf”.
